2023 National Scorecard on Canada’s Growth and Prosperity

Century Initiative’s National Scorecard provides a broad look at the country’s successes, as well as areas that need more attention in order to grow well into the future. The scorecard is a kind of barometer that helps us understand where we are and where we need to go in the future to close important gaps. Our findings show that while Canada is performing well in key areas, there are others where attention and action are needed.

Recent research has found that population aging could cause Canada’s per capita GDP to drop by $4,300 - $11,200 (in 2021 dollars) over the next 20 years. With a significant share of the labour force set to retire and a quarter of the population projected to be comprised of seniors by 2036, trends like these threaten our economy and jeopardize our ability to deliver programs high-quality health care, education, and income security. Thanks to recent changes in federal immigration policy, Canada reversed course and achieved record-high population growth in 2022. With the right policy action and integration efforts, this increased immigration can contribute to growth in GDP per capita. However, Canada’s long-term success depends on the ability to both grow the population and ensure that Canada “grows well” through infrastructure development, climate protection, and social and economic programs. This is an ambitious but vital national challenge, one that — if successfully met — can make Canada a more vibrant society and economy and an example to the world. The OECD predicts that Canada’s annual GDP per capita will grow at a rate of 0.7% between 2020 and 2030, while the OECD average projected growth rate over the same period is 1.3%. If Canada’s GDP per capita needs attention, its productivity levels are already falling behind. Access to affordable housing that is suitable and adequate is needed to support the health and well-being of a growing Canadian population. High costs and lack of supply in Canada’s housing market are creating significant challenges, with an average of 10.1% of households living in core housing need across Canada in 2021. The Canada Mortgage and Housing Corporation estimates that over 22 million new housing units will be required to achieve affordable housing for everyone by 2030. Addressing Canada’s housing crisis will require coordinated effort from all levels of government. Strategic initiatives, like zoning reform to increase density in urban areas, lowered development costs at the municipal and CMHC level, increased taxes on unused properties and foreign real estate investment, and expanded subsidization of affordable, nonprofit, and co-op housing are just a few of the tools at government’s disposal to increase housing supply and affordability in Canada.
